Holiday service counters (休日窓口) are opened only at the 区役所 (Ward Office). Please note that 地区サービス事務所 (District Service Offices) are not open. Additionally, holiday counters are limited to certain procedures such as accepting change of address notifications. 休日窓口の開設は区役所のみです。地区サービス事務所は開庁していないのでご注意ください。また、休日窓口は住所の異動届受付など一部業務に限られます。

At the 休日窓口 (holiday counter), moving-in notifications under the 'special exemption for moving-in notification (転入届の特例)' using a My Number Card (マイナンバーカード) cannot be accepted in principle. Online moving-in notifications submitted via Mynaportal (マイナポータル) (Moving One-Stop Service / 引っ越しワンストップサービス) can be processed at the 休日窓口 only if the application status on Mynaportal is 'Completed (完了)'. Please note that applications may not be accepted in cases such as moving in from abroad or when confirmation with other municipalities is required during the moving-in procedure. 休日窓口では、マイナンバーカードを使用する「転入届の特例」による転入届は原則として受付けができません。マイナポータルを利用したオンライン申請（引っ越しワンストップサービス）による転入届は、マイナポータルで申請状況が「完了」となっている場合に限り、休日窓口で手続きが可能です。国外からの転入や転入手続きにおいて他市区町村への確認が必要な場合などは、受付できない場合があります。

If you submit a moving-in notification (転入届) retroactively by 1 year or more, documents proving your actual residence history are required. 1年以上遡って転入届を提出する場合、居住実績がわかる書類が必要です。
Note 1: Persons from a different household are considered representatives, and a letter of proxy (委任状) from the person moving in is required. Submitted (received) notification documents will be reviewed by the 戸籍届出係 (Family Register Notification Section) on the next business day to determine whether they can be accepted. (In principle, the date of acceptance will be the date the document was received.) If there are any deficiencies or errors in the documents, you will be contacted by phone or other means, and depending on the nature of the deficiency, you may be asked to come to the 戸籍住民課窓口 (Family Register and Resident Services Division counter).
