Bring the 在留カード for everyone who moved. Several wards will make you return a second time without it.

Foreign residents must bring the Residence Card or Special Permanent Resident Certificate for all individuals moving in. 外国人住民の方は、転入される方全員分の在留カード又は特別永住者証明書をご持参ください。
Passports of all individuals moving in (must have a seal/stamp verifying the date of entry into Japan), and Residence Cards (passports are acceptable if undergoing the procedure where the passport is deemed equivalent to a Residence Card) or Special Permanent Resident Certificates are required. 転入者全員のパスポート（入国日が確認できる証印が押印されているもの）と、在留カード（在留カードとみなされるパスポートの手続きを受けた場合はそのパスポートで可）または特別永住者証明書が必要です。

Notifications such as seal registration (印鑑登録) and moving in/out (転出入) cannot be processed. Please use a nearby 区民事務所 (Residents Office) or the 区役所本庁舎 (Ward Office Main Building). 印鑑登録や転出入などの届出は取り扱いできません。お近くの区民事務所または区役所本庁舎をご利用ください。
*Wide-area issuance of family register certificates (戸籍の証明の広域交付) is not accepted at 区民事務所 (Residents Offices). ※戸籍の証明の広域交付については区民事務所では受け付けておりません。

Worth knowing when moving in

If someone other than the person mentioned above is completing the procedure, a letter of proxy (委任状) completely filled out by the person themselves (the requester) is required. 上記以外の方が手続きをする場合は、本人（頼む方）がすべて記入した委任状が必要です。

Weekday reception：During the opening hours of the ward office (Monday to Friday from 8:30 AM to 5:00 PM, every Wednesday until 7:30 PM, once a month on Sunday from 9:00 AM to 12:00 PM). 区役所の開庁時間内（月から金曜日の午前8時30分から午後5時まで、毎週水曜日は午後7時30分まで、毎月1回日曜日午前9時から正午まで）です。

At the 夜間・休日窓口 (Night and Holiday Window), we only accept family register notifications (届書) for custody and cannot make an official acceptance decision. The received notifications will be reviewed in order on the next business day. If any deficiencies are found as a result of the review, the person in charge will contact you, so please write your contact telephone number in the margin of the notification form. If corrections by the submitter are required, you may also be asked to visit the 戸籍住民課 (Family Register and Resident Section) window at the ward office. If acceptance is approved, the date of acceptance will be the date the notification was submitted. 夜間・休日窓口では、戸籍の届書のお預かりのみ行い、受理決定はできません。お預かりした届書は、翌営業日に順番に審査します。審査の結果、不備があった場合は、担当から連絡しますので、届書余白へ連絡先電話番号をご記入ください。届出人の訂正が必要な場合は、区役所戸籍住民課窓口へ来庁いただく場合もあります。受理決定された場合の受理日は、届書を提出した日となります。

You can also submit by mail, but if there are any errors or omissions, you may be required to visit the 区役所戸籍住民課 (Ward Office Family Register and Resident Division) counter to make corrections.
